John Crihfield
John Crihfield is Senior Adviser, Public Financial Management & Climate Risk. Former Director of USAID’s Office of Economic Policy, he led public financial management programming and headed USAID offices in South Sudan, Pakistan, West Bank & Gaza and Iraq. A former academic and published economist, he writes on various topics including economic growth, public finance and climate finance. He holds a Ph.D. from the University of Chicago and speaks French and limited Arabic. He brings deep expertise in strengthening fiscal systems and mobilizing finance for climate resilience.

Sean Mulkerne is a MERL and adaptive management expert with over 12 years of experience supporting governance, economic growth, climate, and health projects. He has led initiatives for the U.S., UK, and Swiss governments, bringing deep expertise in designing inclusive, adaptive strategies and facilitating participatory design. Based in Thailand, Sean is skilled in conducting political economy assessments and developing results-oriented strategies that reflect local contexts and realities.

Mr. Phan is a seasoned leader with 20+ years of experience in private sector development, regulatory reform, and innovation across Vietnam and the Mekong region.
