Has advised local firms across the world in business operations and strategy.

and community-responsive development. Has 20+ years of experience in over 60
emerging markets, advising governments, private sector, multi-lateral development
institutions, and civil society, including the US State Department, United Nations, World
Bank, and various NGOs, bilateral donors, and private foundations. Is a trusted Team

John Crihfield is Senior Adviser, Public Financial Management & Climate Risk. Former Director of USAID’s Office of Economic Policy, he led public financial management programming and headed USAID offices in South Sudan, Pakistan, West Bank & Gaza and Iraq. A former academic and published economist, he writes on various topics including economic growth, public finance and climate finance. He holds a Ph.D. from the University of Chicago and speaks French and limited Arabic. He brings deep expertise in strengthening fiscal systems and mobilizing finance for climate resilience.

MERL and program management expert with 15+ years of experience driving data-informed decision-making across government- and donor-funded initiatives worldwide. With fieldwork in 20+ countries, she has led research, trained data collectors, and translated complex analyses into actionable insights. Her expertise spans education, agriculture, food security, and rural livelihoods, with proficiency in geospatial, cost-benefit, and mixed-methods analysis—turning raw data into real-world impact.

Sean Mulkerne is a MERL and adaptive management expert with over 12 years of experience supporting governance, economic growth, climate, and health projects. He has led initiatives for the U.S., UK, and Swiss governments, bringing deep expertise in designing inclusive, adaptive strategies and facilitating participatory design. Based in Thailand, Sean is skilled in conducting political economy assessments and developing results-oriented strategies that reflect local contexts and realities.

Mr. Phan is a seasoned leader with 20+ years of experience in private sector development, regulatory reform, and innovation across Vietnam and the Mekong region. He has led major USAID, IFC, and ADB projects on Public Private Partnerships (PPPs), trade facilitation, and business-enabling reforms. Mr. Phan has effectively driven private sector engagement and policy advocacy in the agriculture, fisheries, and fintech sectors.
