Neartú Global appoints two senior advisers to strengthen tenure, blended finance and fiscal resilience

Neartú Global is pleased to announce two senior additions to its advisory bench: Tiernan Mennen, who joins as Senior Advisor, Land & Natural Resources, and John Crihfield, who joins as Senior Adviser, Public Financial Management & Climate Risk. Both will serve Neartú in senior advisory capacities, bringing deep technical leadership that will strengthen our capacity to help governments, donors, investors and implementers design and deliver durable, investible and community-legitimate projects.


Tiernan Mennen — Senior Advisor, Land & Natural Resources

Tiernan is a senior lawyer and practitioner focused on land tenure, natural-resource governance, public-sector institutions and community-responsive development. With more than 20 years of experience across dozens of emerging markets, he has advised governments, development institutions, civil-society organizations and private clients. Tiernan is a trusted team leader on politically complex engagements — especially community consultations and political-economy analysis — and a proven business-development strategist and proposal lead, having helped secure substantial funding for new initiatives.


At Neartú, Tiernan will advise across our Land & Natural Resources practice, helping partners assess land and resource tenure risks; design and lead Free, Prior and Informed Consent (FPIC)-aligned, community-responsive consultations; and craft durable benefit-sharing arrangements and blended-finance structures that make resource-based investments socially legitimate and investible. He will also support capture and proposal work where senior tenure credibility is material to bids and delivery.


John Crihfield — Senior Adviser, Public Financial Management & Climate Risk

John brings senior public-financial management (PFM) and climate-risk credentials. He previously led PFM programming and senior mission offices in a range of challenging country contexts. Earlier in his career he worked in academia and published on economic growth and public finance; he also led major program evaluations and has written on climate finance. He holds a Ph.D. in economics and brings language skills and field experience from multiple regions.


At Neartú, John will lead the firm’s PFM and climate-risk advisory work: climate fiscal risk assessment and stress testing; climate-proofed public investment management and green public financial management (green-budget tagging, climate-responsive budgeting); disaster risk financing and rapid-liquidity mechanisms; and transaction-level advisory to structure contingent finance, guarantees and investor-facing covenants. He will also support Monitoring, Evaluation & Learning (MEL) approaches that tie social and resilience outcomes to fiscal triggers and disbursements. John’s experience strengthening fiscal systems and mobilizing finance for climate resilience will deepen Neartú’s ability to help partners manage contingent fiscal exposure and make climate investments bankable.
